| 摘 要： | 建立小康社会的一个具体目标是增强可持续发展能力，组建新型的环境资源产业是达到这个目标的重要途径之一，而推动这个产业前进的力量，最终来源于特殊性质的教育。在具有“江河源”和“生态源”功能的西藏高原，进行以可持续发展理念为基础的环境资源产业教育，要从建立全球道德观念，进行“绿色证书”教育等方面入手，才能取得成效。

| Abstract: | Increasing the capability for sustainable development is a concrete objective in building a well|off society, and building a new environmental resources industry is one of the main ways leading to the objective. The promotion of the industry eventually depends on education with special characteristics. In the society of Tibetan Plateau, which functions as the source of rivers and ecology, the education of environmental resources industry based on the concept of sustainable development should take ten aspects into consideration including cultivating global moral concepts and conducting Green Certificate education.
