新公共管理运动视野下的中国彩票业监管

本文在分析了新公共管理运动产生背景、新公共管理理论的基本内容、特征和我国彩票监管现存的主要问题后认为,应当借鉴和运用新公共管理思想来开展我国的彩票监管工作.重点从监管机构必须独立,职权必须完整;集中式监管机制;实行独立式监管机制,尽快实施政监分离;加强对监管机构的监管;加强管制机构与民间部门的伙伴合作关系;以结果为导向,注重监管效率、效益的提高等六方面措施加强对中国彩票监管机构设计的指导.

The Supervision of the Chinese Lottery Industry under the Views of New Public Management Movement

The reality of the lottery industry makes the research of supervision and management of the lottery industry a hot and important topic.After analyzing the content and the characteristics of the theory of the new public management movement and the background of the movement,and the problems of supervision in the lottery industry,this article discusses how to solve these problems by the use of the thoughts of new public management movement.Firstly and most importantly,the supervision bureaus should be independent from the government's policy-making with separated and integrated responsibility and rights,and the cooperation between the supervision bureaus and the folk departments be strengthened. The measures to guide Chinese supervision bureaus of lottery industry can be concluded in six aspects such as result-orientation,the improvement of the supervision effects and so on.
