| 摘 要： | 近年来，我国民营经济得到长足发展，但与民营经济相比，地方政府管理明显滞后，阻碍着民营企业的快速发展。制约地方政府发展民营经济的因素在于政府管理观念落后、政府职能转变不到位、政策不够完善、社会化服务体系不能满足民营经济发展、民营企业自身素质不高，提出以地方政府管理创新来推动民营经济良性发展。
