| 摘 要： | 当代行政伦理的内在价值向度表现为行政责任伦理,因此以西方＂责任观＂的演变为历史背景,探讨行政责任伦理的含义以及当代行政责任伦理所具有的结构特征,并通过行政责任伦理结构各个要素之间的有机联系来分析当代行政责任伦理的价值取向,对于行政人员责任观的树立以及责任政府的建设具有十分重要的意义。
