| 摘 要： | 比照产品的生产质量的形成过程，高等职业教育的质量由设计质量和过程质量组成，设计质量是过程质量保证的依据，过程质量是设计质量保障的途径。在当前高职教育教学改革中，设计质量优化投入的资源远远超过过程质量管理，设计质量的频繁优化带来过程质量的不稳定，简单机械地照搬生产管理中的质量控制理论，忽视了教育教学过程的自身特点。关注过程质量，确定过程的受控状态，开发过程质量受控的评价指针体系，确保过程在预先设计的体系框架下在受控状态中有效的运行，是提高高等职业教育质量的途径。

| Abstract: | In the light of the product quality formed with the manufacturing process in industry, the article expatiates on the forming process of vocational education quality and the relationship between design quality, process quality and educational reform, and furthermore, reveals the risks, such as the negative influence on quality assurance that any educational reform may bring, and solutions as well. |
