我国公务员绩效考评之困境分析

摘    要:《中华人民共和国公务员法》已经颁布实施,但我国公务员绩效考评的现状是我国公务员工作岗位缺乏科学的工作分析和明确的职位说明书,在此基础之上构建的绩效考核评估纬度和指标体系也没有从根本上改变内容空泛、针对性差的固有的缺陷,致使考核流于形式,应付过关,投机取巧,甚至演变成了“人际关系的考评”。只有分析当前公务员考核存在的问题,并找出问题的原因,才能提出解决问题的路径和构想,以提升公务员考评制度有效性。

Abstract:Civil servant law of the People' s Republic of China has been published and brought into effect But the posts of our civil servants are lack of scientific anglysis and specific instruction, so the performance evaluation' s latitude and indicator system constructed on it haven' t changed radically the deficiency such as vague contents and pertinence, which results in the evaluation between human relations. Only on the basis of analyzing the existed problems, and finding out the causes, they can put forward the method to solve the problems, which can develop its validity.
