高校后勤社会化财务改革初探

摘    要:高校后勤社会化改革对传统的高校财务管理体制产生了重大的影响,随之而带来的新的财务问题是高校财务工作需要解决的一项紧迫任务。应从确定收费价格、采取“谁享受服务谁付费”的预算办法和以“货币实地结算方式”进行资金结算等方面来理顺学校财务与后勤财务的管理体制,实行企业会计制度以加强高校后勤企业内部的财务管理。

Abstract:With china's access to the WTO, trans - corporation is pouring into chinese market, and the development of private- enterprise. The war of grabbing the talents has become more and more drastic. The state-owned enterprises have to break through the restriction of original idea for widing their way and opening a new situation. It has been playing an increaingly important role to establish new talent's idea, and structure the mechanism of personal management system. According to the strategy of powerful country of talent, this paper will suggest state -owned enterprise establish 5 kinds of new talent's idea, such as "human resource is the first resource", which conform with era development. What's more,this paper will probe into the outlet problems of state?owned entrepris-es' human resource .The discussion mainly include: "based on human" from mechanism of mangement, incentive mechanism, training and restrictive mechanism, gather system and so on.
