| 摘 要： | 环境NGO作为民间环保组织,其职能与地方政府相比,有着显著的区别。我国环境NGO的主要职能有环保教育、监督政府、参与决策等;地方政府有立法权、环境管制、危机处理等职能,分析了两者的特点及各自职能不足,通过协同关系分析,对我国环境NGO与地方政府的关系进行研究。
