摘    要:职业教育在边疆民族地区拥有得天独厚的自然资源,在社会变迁的进程中扮演着重要角色。新时代的国家发展战略为边疆民族职业教育的发展提供了机遇,更多民族地区的人口逐步走向跨文化就业和创业的劳动实践,以适应边疆民族职业教育的历时性发展及文化互动的新趋势。本文首先基于国际和国内关于文化互动胜任力的理论研究成果,侧重从文化的角度对文化互动胜任力进行阐释,文化互动胜任力重在帮助不同背景的人们发展一种实用的文化互动意识,从而有助于实现个人和社会发展。其次,探讨新时代背景下跨文化劳动作为边疆民族职业教育新的培养目标,强调民族地区职业院校需要促进学生积累应对新形势的就业资本、培养学生掌握有效解决文化差异所带来的组织冲突的能力,以及帮助学生缩短跨文化劳动的适应过程。最后,从国家的顶层设计、社会的联动配合、学校的课程设置、学生及其家庭的意识提升与全面参与四个方面,提出边疆民族职业教育中提升文化互动胜任力的策略,以期为相关研究提供借鉴。

Abstract:Because of enjoying unique natural conditions,vocational education in frontier ethnic groups plays an important role in social changes.In the new era,the national development strategy provides more opportunities for the development of vocational education in frontier ethnic groups.More population from ethnic regions are gradually moving to cross-cultural employment and start businesses in order to adapt to the new trend of the diachronic development and cultural interaction of the frontier ethnic vocational education.Based on the international and domestic literatures on intercultural competence,this paper focuses on the theoretical interpretation of intercultural competence from a cultural perspective,and helps people from different backgrounds to build practical awareness of intercultural competence,so as to achieve personal and social development.Secondly this paper discusses the cross-cultural labor in the modern era as a new goal of vocational training.It is emphasized that vocational colleges need to promote the accumulation of students’capital to cope with new forms of employment,and encourage students to solve effectively the organizational conflicts caused by cultural differences and shorten the adaptation process of cross-cultural labor.Finally,suggestions and solutions are proposed,such as national policy,social cooperation,school curriculum design,the awareness of the family and the students,and the full participation,so as to improve the intercultural competence in vocational education for frontier ethnic groups.Hopefully,this innovative attempt will contribute to the related research.
