中国古代廉政文化建设经验及其现代启示

在漫长的历史长河中,中国古代廉政文化建设积累了极其丰富的经验,举其要者一是历代思想家们如先秦儒、法、道、墨诸家对廉政思想的深刻阐发和弘扬;二是一些有作为的君臣对廉政思想的倡导和实践;三是"国得宝,不如荐贤"的中国古代选官制度中的思想火花。这些宝贵的经验对于我们今天进行的廉政文化建设提供了四点启示:德法并举,营造"廉洁"和谐的社会环境;民水君舟,强化为官者"民本"思想的教育;居安思危,培养盛世下全体公民的忧患意识;考核监督,完善公务员的队伍管理和建设。

Experience of Building the Culture of Incorruptibility in Ancient China and Its Contemporary Enlightenments

Building the culture of incorruptibility has a long history and we have accumulated lots of experience since ancient China. Ideologists such as Confucian, Legist, Daoist, and Mohist all elucidated and carried forward the theory of building an incorruptibility government culture. Some prominent emperors and ministers have also ad- vocated and carried out the theory. In addition, the system of choosing officials in ancient China is ＂ Recommending the Virtuous and Able＂. These valuable experience brings forward four contemporary enlightenments to us： morality and legality, building a honest and clean government with harmony; emperors are boats and people are water, high- lighting democratic education to officials; stay against adversities in times of peace, fostering awareness of unex- pected development among the whole people ; assess and supervise, improving management and development of civil service.
