| 摘 要： | 要准确把握传统民生方略的性质,必须对它的理论基础有所了解。传统民生方略的理论基础是民本和仁政思想,而民本思想和仁政思想的内涵是不同的,民本不是仁政的实质,也不是仁政的拓展,两者之间是互为前提和结果的关系。传统民生方略的这一特点,使我国古代民生事业成为一种非常微妙的政治活动。

| Abstract: | It＇s necessary to have a good understanding on the people-oriented thought and the benevolent governance—the theoretical basis of the traditional livelihood strategies.The people-oriented thought and the benevolent governance have different meanings,the former isn＇t the essence and the development of the latter and they are antecedents and consequences of each other,which make the ancient people＇s livelihood become very delicate in political activities. |
