| Abstract: | The idea of scientific concept of human talents embraces the following:resources of human talents are the primary resources,capability and achievement are the criteria for the talented,development of human capacity is the major theme of development of resources of human talents,liberating and developing the man lead to a lively and energetic mechanism for cultivating human talents,and last,encouraging human achievement through personal ability will result in a climate where more people devote their talents to their careers. |
