内蒙古半农半牧区经济发展对策分析

内蒙古半农半牧区处于中国北方农牧交错地带,近些年来,从人均GDP水平和农牧民人均纯收入来看,经济发展相对滞后,这将会影响到我区整体的经济运行和小康目标的实现。笔者从我区经济发展相对滞后的主要原因入手,提出了加快该地区经济发展的相应对策:加大退耕的力度,加强生态保护;加强农田水利建设,增强抵御自然灾害的能力;因地制宜,发展特色农业;加大人力资本投资力度,提升人力资本水平;促进农村牧区剩余劳动力的有序转移,减轻土地压力。

ANALYSIS OF THE COUNTEREMEASURES OF ECONOMIC DEVELOPMENT FOR HALF AGRICULTURE, HALF PASTURE AREAS IN INNER MONGOIA

Half agriculture,half pasture areas in Inner Mongolia are located in the regions where agriculture and animal husbandry crisscross in North China.In recent years,the economic development in those areas have lagged behind relatively from per capital gross domestc product and per capital national income of peasants and hurdsmen,which will affect the total of economic operation for Inner Mongolia and influnce the realization of the goal of a relatively comfortable life.The author starts with the principal causes which result in the relative lag of the economic development in those areas,and puts forward the corresponding countermeasures to quicken the economic development: enforce the speed of canceling plow,ecological protection,construction of water conservancy works;strengthen the capability to resist natural calamities;take measures suited to local conditions for the sake of developing agriculture with distinguishing features;accelerate the investment of human capital and raise the level of human capital;promote the orderly shift of surplus labour forces from countryside and pastureland so as to lighten the pressure of farmland.
