中国区域技术创新体制的效率性实证分析

利用中国31个省、自治区、直辖市的统计资料,把研究开发经费支出、市场化发展程度、人力资源、外国直接投资规模、国有企业的研究开发活动设为说明变量,对影响区域创新体系效率性的要素进行了实证分析。研究结果认为,研究开发经费支出越高的地区,其区域创新体系的效率性也较高。这意味着区域创新体系直接受研究开发经费支出的影响,由此得知,作为主导者的地方政府对区域创新体系的构筑和运营起着决定性作用。但是,在市场经济体制国家被认为对区域创新体系起重要作用的人力资源,在中国却显得不是特别重要。这可以解释为,在中国创新主要由地方政府主导,而在市场经济国家,则是由企业和政府共同对地方的蕴藏资源进行有效活用。以此研究结果为基础,提出地方政府有必要加强研究开发活动的系统性和效率性,在人力资源的有效利用层面上对区域创新体制进行重构,同时进行制度方面的改善。

An Empirical Analysis of the Efficiency of the System of Regional Technology Innovation in China

The sophisticated industrial structure which is necessary for independent economic growth is also a precondition for the construction of regional innovation system.
