城市小学绩效工资制度实施成效的调查研究——以T市和M市为例

摘    要:为了解教师绩效工资制度的实施情况,对T市和M市的小学进行了问卷调查。调查表明,在已落实的地区,教师的物质生活有了一定的改善,工作积极性有所提高,大部分教师拥护该政策。但仍存在问题,落实情况存在明显的地区差异,财政保障力量不足等。对此,建议建立有效的制度保障和财政保障,构建科学合理的考核体系,建立健全强有力的监督问责机制,提升教师在学校管理中的参与度。

Abstract:In order to investigate the effect of the performance-based pay system in primary schools, the primary schools in city T and city M are taken as the subjects of questionnaire survey. This survey results show that the material life of the teachers are bettered in the cities where the new system, and the teachers hold a more positive attitude towards teaching~ Most teachers show their approval of the new pay system. The results also indicate that there are still some problems such as regional differences in its implementation and the lack of financial security. In view of these problems, counter measures should be taken, providing institutional and financial guarantee, setting up scientific appraisal system, strengthening supervision and accountability, and promoting the degree of involvement of teachers in school administration.
