淮南市采煤沉陷区失地农民安置现状分析及对策研究

采煤沉陷区的移民安置，涉及农村发展、社会稳定、生态环境，关系到失地农民的可持续发展及城市化进程．是煤炭资源型城市面临的一个带有共性的问题。淮南市针对采煤沉陷区失地农民进行的集中式搬迁、发展式安置，在实践中有序推进，获得了失地农民的认可，对同类资源型城市解决移民安置问题具有借鉴意义。同时，在沉陷区移民安置中也存在搬迁安置信息不畅，就业政策落实不够等问题，需要为失地农民提供综合性的移民安置服务平台。解决农民发展和安置中社区建设等问题。

On the Present Settlement of Land-requisitioned Peasants in Coal Mining Sinkhole Areas in Huainan and the Countermeasures

Land-requisitioned peasant settlement in coal mining sinkhole areas is a common problem facing the coal-oriented cities, which involves rural development, social stability, ecological environment, and the sustainable development and urbanization of the land-requisitioned peasants. The measures taken by Huainan City, centralized relocation and development-oriented resettlement, are advancing in an orderly way, and have won the approval of those peasants. These measures could be borrowed by other cities facing the same problem as Huainan. Meanwhile, some drawbacks still exist. For example, the information channel of land-requisitioned peasants settlement is not impeded properly and the employment policies are not implemented well. Therefore, the comprehensive service platform for land-requisitioned peasant settlement should be established, which could solve the problem of the development of the land-requisitioned peasants and that of the construction of the resettlement community.
