中小学校长负责制的内涵及改革与完善

在有些地方,校长负责制成了“家长制”。其实,校长负责制是“上级宏观领导、校长全面负责、党组织保证监督、教职工民主管理”的结构性概念。为了更好地实行校长负责制,应该在校长的产生方式、人事制度、评价制度上进行改革;并明确校长的权、责,提高校长的素质,完善监督和制约机制,加强法律、法规建设等。

The Connotation of Headmaster- in- charge System and the Reformation and Improvement

In some places, the headmaster -in -charge system has become autocracy. In fact, it is a structural conception, including the higher body' s macro leadship, the headmaster' s general management, the Party' s supervision and the staff s democratic management. To carry out the system better, we should reform the way in which the headmaster was born , per-soonel system and evaluation system.
