试论公共决策的价值机理

任何一项决策都包含着价值取向和事实依据两个相关因素，现代行政决策作为一项高度综合而又极为复杂的公共组织行为，其实现决策的科学化是回应时代挑战的必然要求；同时，实现民主化则反映了现代社会文明的积极成果。因此，在公共管理过程中追求科学化和民主化的和谐统一是现代公共决策的基本价值机理。

On Value Mechanism of Public Policy- making

Any policy includes two elements: value orientation and factual evidence. As modern executive policy is a highly comprehensive and complex action of public organizations, its practice should be based on science, which is required in meeting the challenges of the times. At the same time, the democratization is a reflection of modern civilization. Therefore, the harmony between the process of science and democratization is the basic value mechanism of modern public policy-making.
