西部地区地方环境立法目标设置

环境立法是西部开发的重要法律保障。地方环境立法应选择可持续发展目标，这是环境时代的要求，有着充分的理论和实践依据。在实现立法目标时要重点解决三个问题：一是全国环境大法要先行修改，为地方环境立法创造制度条件；二是注意克服经济优先之倾向，使西部经济发展建立在生态得以保护的前提下；三是各个部分法应与环境法密切配合，共同体现环境立法目标。

Objective Establishment of Local Environmental Legislation in Western Regions

Environmental legislation is an important guaran tee for developing w estern regions in China.The local environmental legislation should adopt sustain able development as its main objective.In order to achieve the goals of legislat ion,three problems need to be solved.Firstly,the national environmental legislat ion should be revised so as to create the systematic conditions for local enviro nmental legislation.Secondly,it is necessary to pay more attention to avoiding i nclination of giving priority to economy so as to develop economy on the basis o f environmental legislation.Finally,every branch law should coordinate with env ironmental legislation.
