| 摘 要： | 古代中国的“县大率方百里、人口万户”,具有一定的历史合理性。但由于它远离国家政治中心,同时又受制于地方各种政治势力的影响,成为存在制度漏洞最多、隐患最大、隐蔽性最强、盘剥农民最直接、社会危害最严重的一种变态的“尾大不掉”问题。

| Abstract: | It was a little historically reasonable for a county in ancient China to manage thousands of households in a hundred square miles.But this kind of county administration had turned to be a most serious and abnormal social disaster with various disadvantages,which imposed a most direct and recurrent tax of great suffering on farmers,because of its remoteness from state administration center and its leadership rendered ineffectual by local political forces and recalcitrant subordinates. |
