| 摘 要： | 软实力被越来越多的纳入到一国综合国力的评价体系当中，成为一国或一地区综合素质的重要评价因素，其对一个区域（省、市、县）经济发展的重要性和必要性日益凸显。本文建立在区域软实力的概念和内涵的基础之上，结合国内外关于软实力以及区域软实力的发展现状，结合生活实际，将区域软实力划分为区域文化、人口素质、公共服务和区域形象四个方面。围绕四个方面甄别和筛选了24个指标，形成了一个可操作性强的评价指标体系，利用层次分析法（AHP）和聚类分析法，对山东省17地市的区域软实力发展现状进行综合评价分析。结合山东省各地市在区域软实力发展过程中的优势和不足，提出了一些合理性建议。

| Abstract: | The regional soft power is an important aspect of evaluating the comprehensive strength of a region, and it has an important role to promote the economic development. In the analysis of the research status quo of regional soft power, starting from the connotation of regional soft power, selection of regional culture, population quality, public services and regional image four a total of 24 indicators, the formation of a strong operational evaluation index system, using analytic hierarchy process (AHP) and cluster analysis were comprehensive evaluation and Analysis on regional soft power development status of 17 cities in Shandong province. Based on the advantages and disadvantages of Shandong Province in the development of regional soft power, some reasonable suggestions are put forward. |
