通过梳理和分析我国及一些发达国家的科研诚信制度建设与实践情况,指出我国相关制度和措施存在配套性不够、可操作性不足和处理科研不端行为缺乏统筹协调等问题,提出相关对策建议,并基于对科研诚信与科研管理之间关系的分析,探讨通过完善科研管理机制促进科研诚信建设的策略。

On Operability of the Regulations and Measuresfor Promoting Research Integrity

The paper summarizes and analyzes the institutions and practices related to promoting research integrity in China and some developed countries, highlights the problems with certain institutions and measures in China, including deficiencies in the aspects of coordination of relevant institutions, operability of administrative measures, and collaboration in handling research misconduct, and makes relevant suggestions. With the analysis of the relationship between research integrity and research management, some strategies on improving research management mechanism to promote research integrity are explored.
