本文分析了“一带一路”背景下西部地区军民融合发展的客观必然性,并在此基础上,提出西部地区军民融合发展的战略构想目标,同时通过传统的AHP方法对战略目标进行了量化,并最终确定西部地区军民融合发展的战略构想,主要内容为全方位推进军民融合深度发展、驱动军工行业创新发展、打造军民融合示范区等,具体包括：培育具有全球竞争力的军工企业,探索“军工+ ”融合发展模式,发挥科技创新和金融创新的力量,建立全要素资源融合渠道等。
