区域创新生态系统与人才配置协同演化路径研究——以京津冀地区为例

摘    要:通过改进Lotka-Volterra模型构建创新生态系统与人才配置的协同演化模型,分析两者的演化路径,并以京津冀为例,验证模型的合理性。研究表明,在区域创新生态系统与人才配置正负作用力的推动下,二者将发生协同演化,实现系统结构和功能的提升;区域发展阶段不同,二者的演化路径也不尽相同,根据区域创新生态系统与人才配置协同动力学模型的定态稳定解得出两者11种协同演化路径。进而,通过计算得到京津冀创新生态系统与人才配置协同演化满足路径10的实现条件,并提出了优化协同关系的战略措施。

Abstract:The rational allocation of talents plays an important role in promoting innovation-driven development. The co-evolutionary dynamic model of innovative ecosystem and talent allocation is constructed by the improved Lotka-Volterra model. The co-evolutionary path of the two is analyzed. The feasibility and rationality of the evolution model are verified by taking Beijing-Tianjin-Hebei as an example. The research shows that under the promotion of the regional innovation ecosystem and the positive and negative forces of talent allocation, the two will undergo coordinated evolution through a reasonable evolution path to achieve the improvement of system structure and function; different stages of regional development, the evolution path of regional innovation ecosystem and talent allocation is also different, according to the steady state stable solution of the regional innovation ecosystem and talent allocation dynamics model, 11 cooperative evolution paths are obtained. Furthermore, through the calculation, the realization conditions of the Beijing-Tianjin-Hebei innovation ecosystem and talent allocation co-evolution to meet the path 10 are obtained, and the specific strategic measures for optimizing the synergy relationship are proposed.
