| 摘 要： | 1931年，洞庭湖区遭到了特大水灾的侵袭，灾情十分惨重。民众于大灾之年挣扎度日，其境况惨不忍睹。水灾的爆发既有自然原因，又有深层次的社会原因。湖南省政府的赈灾措施体现出与传统荒政和当时国内其他地区荒政的不同之处，一定程度上反映了荒政的近代化进程。

| Abstract: | The year of 1931 witnessed a big flood in the area of the Dongting Lake and the consequent serious losses and the people's misery of struggling to make a living.The big flood had its natural reasons and social reasons as well.And the disaster-relief policy of Hunan Provincial Government differed from the traditional one and that of the other parts of the country,which to some degree showed the process of the modernization of disaster-relief policy. |
