我国农村社会养老保险的困境和法律对策

《县级农村社会养老保险基本方案（试行）》颁布以来,我国农村社会养老保险制度得以基本建立,但是通过几年的实践,其效果并不理想.这既有《方案》本身设计不合理方面的原因,也有传统文化等方面的原因.在中国的具体国情下,政府应该在其中发挥更大的决定性作用,这既是建设社会主义和谐社会的要求,也是破解“三农”问题的重要一环.

The Predicament and Legal Countermeasure of Our Country's Rural Social Endlowment Insurane

Since "Basic Scheme of Rural Social Endowment Insurance in County (Tried) " is issued, our country's rural endowment pension system has been set up basically, but the result is unstisfactory after a few years practice. It is caused by the traditonal culture as well as the unreasonable design of the "scheme" itself. Under the concrete national conditions of China, the government should play a greater decisive role. This is not only a requirement for building the socialist harmonious society, but also an important link in analysing the question of " Theree Agricultures " .
