对 2 1世纪初我国教育发展的社会和国际背景分析表明 ,我国高等教育必须采取适度超前的跨越式发展战略 ,进一步扩大高等教育的供给能力。与此同时 ,数量发展一定要与结构调整、终身学习体系建设及基础教育发展相协调 ,否则很难全面实现“十五”高等教育发展目标。同时也要注意高等教育规模的持续扩张给毕业生就业造成的压力。
