联合国维和行动法律机制的完善与发展

法律机制的缺失是联合国维和行动陷于误区的一个重要原因。应该尽快从法律上明确维和行动的性质、原则和职能，理顺行使决定权的关系，加强联合国秘书长的指挥权，建立可靠的各会员国的政治和财政支持，实现冲突各方的真诚合作，从而实现联合国对维和行动更加切实有力的控制，使维和行动在维护国际和平与安全方面发挥更加积极有效的作用。

Lack of legal mechanism is one of the essential reasons why the peacekeeping activities of UN are reduced to a misconception.The nature,principle and functions of peacekeeping activities should be legally defined as soon as possible.The relationship of performing the power of decision-making should be put in good order.The administrative injunction of UN secretary-general should be strengthened and reinforced.The dependable political and financial supports of each member nation should be established.The sincere cooperation of all conflecting parts should be realized.All above will be of great help to lead to UN's more firm and powerful command of peacekeeping activities.Thus,in terms of maintaining international peace and security,the peacekeeping activities will play a more active and effective role.
