“大扩招”背景下的高等职业教育转型发展

2019年高等职业教育大扩招有两个政策动因:经济领域的稳增长与转型发展;社会治理方面扩大就业、缩小贫富差距,建设和谐社会。“大扩招”可能会导致高等职业教育传统生源状况更加恶化,传统招生制度与办学模式难以应对新形势的挑战。在此背景下,高等职业教育的转型发展需要从三个方面入手:在办学理念上实现从“选择性教育”向“全纳性教育”转型;在人才培养目标上从“就业技能培养”向“职业生涯教育”转型;在办学模式上从“一元主导”向“多元参与”转型。

Transformation and Development of Higher Vocational Education under the Background of Great Enrollment Expansion

There are two policy motivations for the expansion of higher vocational education in 2019:steady growth and transfor-mation development in the economic field;expanding employment in social governance to narrow the gap between the rich and the poor,and building a harmonious society.Great enrollment expansion may decrease the number of traditional students in higher vocational ed-ucation.The traditional enrollment system and the traditional school-running mode are not suited to challenges of the new situation.I this context,the transformation and development of higher vocational education need to start from three aspects:realizing the transforma-tion from selective education to inclusive education in the concept of school-running;transforming from employment skills training to ca-reer education in the goal of personnel training;and transforming from government-led mode to multiple participation in the mode of running a school.
