| 摘 要： | 在党的十八大报告中，首次提出社会主义协商民主制度概念并确认其是我国社会主义人民民主政治制度的重要形式，进而要求积极部署和科学规划推进社会主义协商民主制度的完善。党的代表大会首次将社会主义协商民主概念提出并且写进党代会报告，不仅仅是党的十八大的重要历史贡献，同时也是党在社会主义民主政治理论上的实践创新和理论升华，对于中国特色社会主义民主政治的发展具有重要的理论指导意义。在新形势下探索社会主义协商民主制度的科学内涵、历史价值及推进思路进行理论研究，将会有利于完善我国社会主义协商民主制度，进而从根本上推进中国特色社会主义民主政治的健康发展。

| Abstract: | In Report to the 18th National Congress of CPC, socialistic consultative democracy was firstproposed and confirmed as he major component of our country＇s socialistic democratic system, so active de-ployment and scientific planning is requested so as to perfect socialistic consultative democracy. Includingsocialistic consultative democracy in the Report for the Party＇s congress is not only a historic contributionof the 18th Congress but also a practical innovation and theoretic achievement in the Party＇s socialistic de-mocracy theories, which has theoretical guiding significance for socialistic democratic politics with Chinesecharacteristics. To probe scientific nature, historic value and implement theories of socialistic consultativedemocracy in the new circumstance will be useful for the perfection of our country＇s socialistic consultativedemocracy and fundamentally enhance a healthy development of socialistic democracy with Chinese charac-teristics. |
