| 摘 要： | 西部地区经济发展的研究表明,没有形成与社会主义市场经济相适应的人文环境是制约西部地区经济社会发展的重要原因.思想意识保守,价值观念陈旧是观念性制约因素;管理体制落后是物态化制约因素;法制观念淡漠、权力意识强烈是法制性制约因素;缺乏进取和创新精神是动力性制约的因素.

| Abstract: | The research on economic development of the West Chins shows that the crucial reason of restraining the economic and social development is the lack of humanizing environment matching with the socialism market-oriented economy. The restraining factor in materialize is the backward management system. The restraining factor in legal system is the weak sense of legal system ad the strong awareness of the power. The restraining factor in motivation is the need of enterprise and innovative spirit. |
