皖江示范区招商引资过度竞争及对策建议

皖江示范区承接产业转移中引资过度竞争,其宏观体制机制原因是地区利益驱动、政府考核使政府行为发生错位;内部原因是区内产业定位模糊,产业发展规划缺乏衔接,产业协调能力不足。解决过度竞争、促进产业错位发展问题要从国家层面和示范区内层面做起,转变政府职能,改革财政管理体制,构建新型绩效考核体系;建立产业布局工作领导小组,确定各地产业发展方向,招商引资实行项目条件备案制,工作的重点从以制定优惠政策为主向加强自身投资环境建设为主转变。

Study on the Excessive Competition of Attracting Investment and Countermeasures in Wanjiang Demonstration Area

The excessive competition of attracting investment during industrial transfer in Wanjiang dem- onstration area,proven by the empirical approach, is not caused by the industrial isomorphism, but by gov- ernment＇s behavior. Analyzed from the perspective of macro-system, the government behavior dislocation is driven by the regional interests and the government assessment system. The internal reason is the ambiguous industry orientation, the lack of cohesion of the industrial development plan, and the insufficient ability of in- dustrial coordination. The solutions to the excessive competition and the promotion of industry dislocation development are discussed from the national level and the demonstration area level, including changing gov- ernment function, reforming public finance management system, constructing new performance appraisal system. With the leading group of industrial distribution established, the direction of regional industrial de- velopment determined and the project condition record system of attracting investment set up, the working emphasis is shifted from making the preferential policy to strengthening the construction of the investment environment.
