| Abstract: | ased on statistic data concerning Japan' s research professionals, fund distribution and reference to the related R&D guidelines decreed by Japanese Governxnent, this article reveals tbe duality in the institutional structure of Japan' s S&T system and gives an explanatory exposition to the unique phenomenon of strong enterprise technology and weak basic research in the oountry. |
