基于产业集群的东北跨行政区域创新系统构建研究

在创新和竞争日益国际化、全球化的时代,一个区域的创新体系也许无法拥有全面优势,多区域合作而形成的跨行政区创新体系有利于整合创新资源,增强大区域的整体创新能力,应对国际竞争与挑战。分析了跨行政区域创新系统的运行与发展,剖析了基于产业集群的创新过程;探讨了东北地区跨行政区域创新系统的路径——集群创导和基于产业集群的东北跨行政区创新系统的运行机制;最后构建了东北制造业创新的模式——用模仿创新做引领,以自主创新为目标和倡导动态合作创新联盟,扬长避短的实现途径。
