| 摘 要： | 中国革命前夜,党构建了中国特色的国家政权理论,构想了新中国的执政方略,就加强自身建设提出了拒腐防变的新课题,并对如何执政为民进行了初步探索。党在西柏坡时期关于执政理论的思考与实践,对于我们今天坚持以人为本,建设创新型国家和防腐倡廉工作很有启示。
