加强作风建设 建设一支高素质的干部队伍

当前干部作风存在的主要问题是武断专制，不讲民主；脱离实际，凭空决策；有令不行，有禁不止；好大喜功，弄虚作假；见利忘义，贪图享乐；拉帮结派，徇私舞弊；投机钻营，跑官要官；讳疾忌医，文过饰非；官气十足，脱离群众；饱食终日，不思进取。干部作风不纯，实质上是思想不纯，党性不纯的表现。建议加强思想教育，打好思想基础；大力弘扬党的优良作风，通过基层实践锻炼培训干部的好作风；加强干部的职业道德建设；加强监督体系建设，同消极腐败现象作斗争。
