| 摘 要： | 影响产业发展的因素包括文化、经济、政策和制度资源等多个方面，经过近10年的发展，常熟文化产业形成一定规模，发展的软硬环境得到改善，产业布局和品牌建设初具雏形。但也存在产业总量偏小、人才匮乏、项目同质化倾向明显等问题。常熟文化产业发展战略制订应建立在对自身优劣势分析基础上，走差异化和集中化之路。要从制订具体目标、转移战略重点、进行项目差异化设计和地区资源整合、保护知识l产权、孵化品牌、进行深度营销等方面，实现大发展的目标。
