| 摘 要： | 自20世纪90年代以来,我国社会进入急剧变革的转型期,群体性突发事件呈现上升的趋势,并表现出利益主导性、主体多元性、行为过激性、事件反复性等特点。造成群体性突发事件的根源既有政策滞后的体制原因,又有官僚腐败的政治原因,同时也有部分群众观念落后及人为干预的社会原因。为此,需建立完善的信息网络机制、科学的预警机制、控制有力的处置机制、合理的减压机制等,以有效、及时、平稳地处理群体性突发事件。

| Abstract: | Our country has entered a transitional period of rapid reforms since 1990s,and group burst incidents present an increasing trend.Characteristics such as interest dominance,different main body,aberrant-conduct and repeatedness are shown in them.The roots for them are institutional reason as a result of lagging of policies,political reason resulted from the corruption of bureaucrats,some masses' lagging of ideas and social man-made intervention.Therefore,systems of information network,scientiific early-warning,effectivelycontrolled disposal,reasonable pressure-reducing should be established to deal with them effectively,steadily and timely. |
