| 摘 要： | 程矞采是道光朝一位有争议的历史人物。比如对于他在鸦片战争中的“不抵抗”问题和“屈服关使”问题，以及太平天国运动期间的“衡州逃跑”问题，前人的评论和定性倾向于否定。但事实上，他是一位勇于任事、决事果断而又意识超前的封建良吏。
