| 摘 要： | 外来务工人员可以为现代服务业发展提供人力支持，对现代服务业发展具有极大推动作用。但鉴于种种因素制约，海南在吸引外来务工人员方面仍存在很多障碍。应采取积极措施解决外来务工人员子女就学难和生活成本过高等问题，吸引更多外来务工人员参与到海南国际旅游岛建设中。

| Abstract: | Migrant workers are important human resources for Hainan to develop its modern service industry and to become an international tourist destination.Due to various factors,however,there are many obstacles in attracting migrant workers to Hainan.This article suggests taking active measures to guarantee migrant workers' children's schooling and to lower their cost of living. |
