| 摘 要： | 逃避社会养老保险缴费违背了社会养老保险制度的强制性,同时影响了该项制度的公平性。逃费涉及到企业和职工两个主体,但从本质上看却是社会养老保险制度本身的问题,既包括制度的设计,也包括制度的运行。本文深入分析了社会养老保险逃费的原因,并提出了行之有效的政策建议。

| Abstract: | The premium evasion of social endowment insurance violates social basic old-age pension system's principle,and influences the fairness of this system.The subjects of premium evasion include both the enterprise and the worker,but in essence,premium evasion is the problem of system itself.In China,such problem is more serious.Therefore,it is very necessary to analyze the reason of premium evasion in depth and put forward some effective policies. |
