摘    要:借助澳大利亚QSR(Qualitative Solution & Research)公司开发的质性分析软件——NVivo 10,笔者对公开发布的84所中央部门所属“211工程”高校章程以及各地26所“211工程”高校章程共计110部高校章程文本进行定性研究,发现当前我国章程建设存在章程文本缺乏针对性、办学自主权难以落实以及内部治理机构权责模糊等共性缺陷,进一步完善我国现代大学章程建设,促进中国特色现代大学制度的落实与发展,需要高校坚持“校本管理”原则,突出自身办学特色;明确规定章程条目,切实落实“办学自主权”;引入独立第三方评估,建立有效监督机制。

Abstract:This study used the qualitative analysis software of NVivo 10, developed by Australian Qualitative Solution & Research company to conduct a qualitative research on available statutes of 110 universities listed as “211 Projects”, involving 84 ministry-affiliated universities and 26 local universities. It found that some common defects existed in modern university statutes such as the lack of specificity, downplayed autonomous performance and fuzzy classification of internal governance, etc.. Thus, it explored the countermeasures to adhere to university-based distinct governance, classify the items and articles of the statues in autonomous governance, and introduce an independent third-party assessment as an effective monitoring mechanism
