| 摘 要： | 在经济发展新常态和高等教育发展新常态的背景下，以“县域办学”为重要特征的新一轮区域高等教育布局调整已在我国部分县域经济发达的省份展开，这是高等教育地方化的新探索。本文统计了浙江、江苏两省高等教育“县域办学”的现状，分析了高等教育“县域办学”的特征、背景与动因，并就完善高等教育“县域办学”提出了若干对策建议。

| Abstract: | Under the background of the new normal of economic development and higher education’s development, establishment of county-based schools has initiated a new round of regional layout adjustment of higher education in some economically advanced provinces, a new exploration of higher educational localization. This paper investigated the status quo of higher learning institutions’ layout in counties of Zhejiang and Jiangsu provinces, to consider characteristics, background and motivation of colleges’ localization, therefore probing into some countermeasures to improve the localized development of higher education |
