| 摘 要： | “留地安置”模式可以弥补征地补偿费用的不足,并使失地农民得到基本的生活保障,体现了较公正的权益分配。但是,我们认为,返还土地的产权应由集体所有转变为国家所有,留地安置应避免形成特殊的社区,社会管理结构应该规范化,集体经济组织的架构与运行应当规范化,返还土地的规划与建设应纳入城市统一规划、统一建设的序列。

| Abstract: | The compensation pattern of returning land usufruct can make up for the shortage of compensation for land requisition,and make land-lost peasants have basic living allowances.It presents a fair allocation of rights and interests.But first,the local government should translate the landownership from collectivity-owned to state-owned,and the land usufruct returning should avoided come into the deviant community.Then,the social management system,the frame and working of collectivity-owned economics should be standardized.What's more,the planning and construction on the returned land should be brought into the line of the country's unified planning and construction. |
