| 摘 要： | 中国近代邮政建于清末，此时闽粤地区特有的民营侨批业已具有相当规模，被纳入了政府邮政管辖范围。此后，从清末至民国年间，政府邮政部门逐步加强对民营侨批业的管理，而这种管理在规范侨批行业的同时，也给侨批业的生存发展带来了很大的限制，促使侨批局不断设法寻求生存发展的空间。
