| 摘 要： | 本文从世界的角度，结合国内现实探讨了现代化后进国家赶超先进国家的重要途径，即教育的赶超，分析了制约我国教育发展的主要因素。提出了加强教育、实施制度创新、使人口大国迈向人力资源强国的根本途径。

It analyzes the main factors of restricting education in our country, puts forward the basic way of changing our country from big population country in to strong human resource one is enhancing education and developing new education system. |
