| 摘 要： | 言论自由是宪法自由权利中的重要内容,如何保障公民的言论自由权利,不同类型的言论是否受到不同程度的保护?美国法院在充分认可言论自由的价值基础之上,提出了言论的双价值理论与言论自由的等级保护制度,对高价值言论、低价值言论进行了不同程度的保护。

| Abstract: | Speech freedom is essential content of the freedom given by the Constitution.How to protect speech freedom? Should we practice a system of grade protection according to different speech types? The USA creates the Two-value Theory of speech freedom and a system of grade protection of speech freedom,which certainly can be of some reference to the Chinese legal system. |
