中小学教师对“不合格教师”认知的调查研究

摘    要:采用随机抽样法,通过对北京、新疆、河南、四川等地的1090名中小学教师进行问卷调查,了解其对不合格教师标准、处理程序和处理困境等方面的认识。结果发现,中小学教师对于不合格教师标准的认识,更为看重道德和心理健康方面的缺失,而不看重技能方面的缺失;中小学教师认为当前处理不合格教师存在的最大问题是对不合格教师的认定缺乏统一的标准以及处理不合格教师的相关法令不具有实际操作性;中小学教师不赞同将解聘不合格教师的权力下放给学校和定期对教师进行考核。教育管理者应确定不合格教师认定标准,制定具有可操作性的教师解聘法律法规,构建教师心理健康维护机制,提升教师整体质量。

Abstract:By applying the random sampling method,1090 primary and middle school teachers from Beijing,Xinjiang,Henan and Sichuan were selected to complete the questionnaire designed to investigate participants’opinions on incompetent teachers.The results show that the teachers put more emphasis on teachers’lack of moral and mental health than that of their skills in terms of the standard for incompetent teachers.The biggest problem in dealing with incompetent teachers lies in the lack of uniform standard and the inpracticability of relevant regulations.The teachers don’t agree that the schools should own the right of dismissing incompetent teachers and evaluate teachers on a regular basis.Therefore,the teacher management should establish the standard for incompetent teachers,stipulate practical laws and regulations of dismissing teachers,construct the system of maintaining teachers’ mental health and improve the overall teaching quality.
