| 摘 要： | 一座城市的绩效在很大程度上取决于层次，层次在城市管理中发挥着重要作用。在实践中，因层次问题而引发的城市管理效率低下、层次领导者渎职和无能行为等问题一再发生，这就需要市长树立层次管理意识，遵循层次管理的若干原则，切实发挥好层次功能。
