| 摘 要： | 高等教育主要是为社会培养精英人才,由于高等教育行政管理的高级管理人员属于稀缺资源,加之高等教育行政管理体制仍然存在很多问题。高等教育行政管理体制改革需要实现高校自主办学,明确高校的法人地位有效完善社会制度改革,重视高校行政管理队伍的建设。
